The subject of Exchange is daily assuming a more serious aspect and in view of the almost certain continuation of the fall in the value of silver, I think it my duty to inform Your Lordship that the only remedy that will go to the root of the matter is to permit such officers to draw their salaries at the current rate of Exchange.
In the present period of transition it is futile to attempt to fix any rate which will not itself become relatively, as much of a grievance as the higher rate for which it may have been substituted, and I trust that temporarily, at any rate until there may be some basis on which there are more grounded expectations of a stationary rate of Exchange than at present, Your Lordship will caution this proposal being put into effect.
